Getting 'The page can't be displayed' or "Internet Explorer unable to download..." message when attempting to view reports

Argus displays one of the following messages when attempting to view reports.
1. 'The page can't be displayed'
2. "Internet Explorer cannot download xxx.doc from ... site. Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later."
This includes Case Action > Print reports and individual cases reports (draft or final).
