JCA Connection To BRM 7.4 Failing With ERROR_NAP_CONNECT_FAILED

Symptoms
The problem happens on a system where Billing and Revenue Management(BRM) 7.4 and Application Integration Architecture(AIA) PIP 2.4 are installed.
Sometimes, J2EE Connector Architecture (JCA) Adapter is not able to connect to BRM instance showing ERR_NAP_CONNECT_FAILED error, though BRM cm process is up and running. After restarting oc4jadmin at AIA side, JCA again is able to hit BRM cm process.
