AERS Cases Return FRM Errors After Database Characterset Change (Doc ID 1103973.1)

Symptoms

In AERS 4.5.2

After upgrading the characterset of the database from from US7ASCII to UTF-8 certain cases are returning the following errors:


FRM-40512: ORACLE error: unable to issue SAVEPOINT command.
OK

FRM-41072 Cannot create Group
REPORT_TYPE_LIST You need to exit the application
OK

FRM-92101: There was a failure in the Forms Server during startup.
This could happen due to invalid configuration.
Please look into the web-server log file for details.
