Symptoms

WAM User enrollment fails to encrypt password, enabling external access to WAM databases from external tools such as SQLPlus or Toad
### Steps to Reproduce ###
1--Enroll employee in WAM via User Enrollment Wizard
3--note "encrypt password" is checked
4--finish
5--WAM password encryption does not execute, as new Oracle account can now login from SQLPlus
