NMS Dates and Times are Being Recorded in the Wrong Format

During the course of normal operations, jobs are being recorded with the wrong completion date.
This error message appears in the system's log file:
file specified by DATEMSK environment variable specifies format strings matching more than one of the following dates:
The issue can be reproduced at will, on a system where both the month number and the day number are less than or equal to the 2-digit year value, with the following steps:
- Create call.
- Open device.
- Close device for a restoration.
- Examine the restoration date in the jobs table.
