Moving An Account To A New Customer Hierarchy Fails Because Of Different Poid_db

When trying to move an account from one customer to another, if the account's poid_db is different from the new customer's poid_db the operation fails.
In our test-case, we are trying to move the account to the new customer using the opcode PCM_OP_BILL_GROUP_MOVE_MEMBER, it fails with the following error : ERR_TRANS_ALREADY_OPEN This can be replicated with CustomerCenter also.
Is there another opcode to be used in this case ?
