Report Server On OPA 4.6 Is Slow Compared To OPA 4.5 (Doc ID 1114115.1)

Symptoms

It takes quite a while (up to 60 seconds) to pull up a PREVIEW report the first time (eg run the OCL_STATE ref codelist report in PREVIEW mode).

The second time it is okay.

After a while it takes again a long time to pull up the first report.
