Bill Now Not Working After Enabling Revenue Assurance Manager (Doc ID 1114583.1)

Symptoms

After Revenue Assurance manager is installed, Bill now is not working. There is an error in cm pinlog.

Steps to reproduce :
  1.   installed RA manager
  2.   enabled the config business parameter , "enable_ara"
  3.   updated pin.conf parameter in the apps/pin_billd , "- pin_mta enable_ara 1"
  4.   created a parent account with dummy plan , /service/ip
  5.   created a child account (non-paying) with the above account as the paying account
  6.   purchased a simple deal with cycle forward charge 30$ on the child account
  7.   on the parent account , select AR --> Bill Now --> (Flexible Bill Now window opens) --> Amount = All Amounts --> select 'Include child Items' --> click OK --> bill now fails throwing an error message and cm pinlog has below error :
