Error "ORA-01033: ORACLE initialization or shutdown in progress" When Connecting P6 Professional Standalone Using Oracle XE (Doc ID 1115709.1)

Symptoms

When attempting to connect P6 Professional to an Oracle XE database, after entering the login credentials, you receive a prompt which states "Unable to connect to the database.  Do you want to configure a database connection now?"

After attempting to configure the database connection, the following error occurs on the database configuration wizard connection status screen:

ERROR
-----------------------
Bad public user name or password. Database Server Error: ORA-01033: ORACLE initialization or shutdown in progress;
