Patch 9006865 Has A Bug

Symptoms

After applying <>, the user got the following errors in cm.pinlog with the following steps.
1) Have a customer account
2) Load some usage
3) Suspend
4) Restore
5) Re-rate - This step will fail.

Here is the error message that the user receives when trying to rerate this customer account:

The user did not change any contributor_str settings.

Below is a tool the user make. It is a script that call the op codes. The first set time command is sets the time 1/26/2010 at 23:30:20. The eod is end of day and rating is run then. This tells when the user do each step.
