Pcm_op_bill_group_delete_member Error If The Balance Monitor Is Enabled (Doc ID 1116434.1)

The error is coming when we are trying to remove the customer from hierarchy then PCM_OP_BILL_GROUP_DELETE_MEMBER is called and the error is coming.

### Steps to Reproduce ###
1. Enable the Balance monitoring in /config/business_params
2. Enable AMS in /config/business_params
3. Uncomment the following event in pin_notify
7853 0 /event/group/sharing/monitor/create
7854 0 /event/notification/service/pre_purchase
7855 0 /event/notification/service/pre_purchase
7856 0 /event/notification/service/pre_purchase
7857 0 /event/customer/billinfo/modify
7855 0 /event/customer/billinfo/modify
7857 0 /event/group/member
7854 0 /event/group/member
7857 0 /event/notification/bal_grp/modify
7855 0 /event/notification/bal_grp/modify
7854 0 /event/audit/subscription/transfer
7860 0 /event/billing/monitor/update
4. Load the pin_notify
5. Create one parent account
6. Create one child account
7. Purchase one account-level Product for the child account (It must be account - level product not service level, if it is service level then the error is not coming )
8. Remove the child account from the hierarchy
9. It will give the following error
