EGRCM: Unable to Restart The Services Due to "java.net.SocketException: Too many open files in system"

Symptoms

All the services associated with the EGRCM application are down and cannot be restarted.  When a User tries to start the Admin server for WebLogic from the command line it fails.
 
The egrcm.log00001 log file has the following:
