 1) Does the Vertex Manager (DM_VERTEX) supports partial tax exemptions for Vertex Commtax Q-series? For example, if the users have a partial or percent exemption and they pass in this percentage for commtax to use, will it apply the partial (say 10%) exemption, or will it always be 100% exempt?
 2) Does Vertex Manager (DM_VERTEX) supports Vertex Commtax Q-series exceptions? For example, say the users want to exclude P.U.C tax against network services tax categories. Can they pass in the P.U.C tax code as an exception (not an exemption) and will it pass this to vertex API so this exception prevents Vertex from applying apply P.U.C Tax?  The documents says certain Commtax API fields can be set under PIN_FLD_TAXES arrays in the DM_VERTEX  input FList. Does this allow us to pass in exceptions fields as well?
