Goal

In order to achieve the following call flow:

WCS AS

ApplyChargingReport----------------------->(originating leg)
<---------------------------------------------- 200 OK (originating leg)
BYE-------------------------------------------->(originating leg)
<---------------------------------------------- 200 OK (originating leg)
<---------------------------------------------- INFO (FCI, terminating leg)
----------------------------------------------> 200 OK (terminating leg)

or

WCS AS

ApplyChargingReport----------------------->(originating leg)
<---------------------------------------------- 200 OK (originating leg)
BYE-------------------------------------------->(originating leg)
<---------------------------------------------- INFO(FCI, originating leg)
----------------------------------------------> 200 OK (originating leg)
<---------------------------------------------- 200 OK for BYE(originating leg)

How to send FCI after one of the calling parties disconnected the call? 400 is received in the first case, and 481 is received in the second case. Of course if the called party disconnects the call, we also would like to send the FCI.
