"pin_rerate" Calc-Only Mode Does Not Work (Doc ID 1143737.1)

Symptoms

When trying to rerate an account in calc-only mode, the account is rerated correctly, but database is updated as well while it is expected that the database should not be updated.

Steps to reproduce:
1) 08-Mar : Purchase product with cycle fee 500 EUR for an account with the DOM=1
2) 10-Mar : Changed the cycle fee to 1000 EUR via Pricing Center
3) 10 Mar : Run calc-only rerating using command below :
          pin_rerate -a <account_poid> -c -t 03/01/2010
4) Now check: select current_bal from bal_grp_sub_bals_t where obj_id0=<poid of bal_grp>;

Expected :
The current_bal shows the new amount , while it is not expected to change.
