Bad Billing Cycle Assignment When Billing DOM Is Changed For A Hierarchy. (Doc ID 1146425.1)

Symptoms

When changing a cycle DOM for a hierarchy, parent new billing cycle is right set, but  child account billing cycle is not. The issue comes when changing doms gives as result a long billing cycle.

Steps to reproduce:
==============
1. create two accounts A and B with plan1 on 06/01/10
2. move one account into hierarchy, i.e. move account B as subordinate account of account A.
3. change the DOM of accountA from 1 to 8
4. Account A has the Current billing cycle remained same from June1, 2010 - July1, 2010 to June1, 2010 - July 1, 2010.
And Next billing cycle changed from July 1, 2010 - Aug 1, 2010 to July 1, 2010 - Aug 8, 2010.

Expected Result:
Child Account B has the Current billing cycle remained same from June1, 2010 - July1, 2010 to June1, 2010 - July 1, 2010.
And Next billing cycle changed from July 1, 2010 - Aug 1, 2010 to July 1, 2010 - Aug 8, 2010

Actual Result:
Child account B has the Next billing cycle changed from July 1, 2010 - Aug 1, 2010 to July 1, 2010 - July 8, 2010
