When Altering The Use Code At The Parent Level It Will Take Affect Only For The Unassigned Status

 Customer was converting all their IP's from the "Customer WAN - HIPT" use code to the "Customer WAN" use code.  The issue is that the customer assigned the Use Group/Use Code at the parent level. When they alter the use code at that level it will only change the children that are in an unassigned status. (The correct functionality is that it should change all children regardless of their status.) All the other child segments remained at the Customer WAN - HIPT use code.
