Resubmitting Documents Error: Calling stored procedure sdbp_routing.to_pending ORA-06503: PL/SQL: function returned without value

When resubmitting documents for approval, if the combination of the document description and resubmit reason is over 355 characters, the following error is displayed and the document is not resubmitted:
Error: Calling stored procedure sdbp_routing.to_pending
ORA-06503: PL/SQL: function returned without value
ORA-06512: at “SYNERGEN.SDBP_SEND_ALERT”,line 244
ORA-06512 : at “SYNERGEN.SDBP_ROUTING”
Please NOTE that line breaks are also counted in the total number of characters. So even if the actual number of characters does not exceed 355, line breaks can cause the number to go over 355
Please also Note that the error occurs in all modules where documents can be resubmitted
