Update Submission Mail Date Does Not Work With A Full Date

The Update submission mail date does not work with a full date (i.e. including time-stamp).
This is causing issues with updating the submission date when multiple PSURs (Periodic Safety Update Reports) are run in the same date as it is not possible to only select the time-stamp record you require as mass update of submission and mail date will not go down to the time-stamp level.
Steps To Reproduce:
- Execute a Submission run for any Case / Report
- Ensure the Submission completes fine and Case Submission Tracking record is created
- Enter a partial date in the run date field for the Update Submission Date update option from the browse window
- Cannot update the submission date for a given report when multiple reports are run in the same day
