Pre-Bill Freezing with ASP.NET Null Reference Exception Errors in the Event Viewer (Doc ID 1174585.1)

Symptoms

Pre-Bill freezes and users lose information that has not been saved.  There are also ASP.NET errors in the event viewer on the webserver.  An error example is below:
