Not Possible To Cancel Project With Resources No Longer Used By Other Project. (Doc ID 1176887.1)

Symptoms

The issue "Not possible to cancel project that has resources no longer used by other project" has been clarified.

Replication steps:

1) Create Proj 1
2) Create a hierarchy of locations + hierarchy of equipments inside Proj 1 ( Create Country, County, Locality, Location, Site, Rack, Shelf with Slots)
3) Create Proj 2 and open
4) Copy-paste 1 Shelf (created in Proj 1) inside Proj 2. Make sure you paste the resource(of Project 2) inside the hierarchy created using Project 1. This will force 5 to result in Failed.
5) Cancel Proj 1 (Failed -> because it contains resources used by Proj 2)
6) Cancel Proj 2 (Success)
7) Cancel Proj 1 (Failed due to Error message).
