SMS Screens Voucher Tab Displays Vouchers in the "Created" State as "Active" (Doc ID 1178414.1)

Symptoms

When examining the state of a Voucher status through the SMS screen which is known to be in the created state, it is incorrectly displayed as active (SMS -> Services -> Universal Voms -> Voucher [Tab]).

Note that the voucher state in the Voucher and Wallet Server's (VWS) database is however correct, and that a PI (Provisioning Interface) query will return the correct state.
