Purchase Order (PO) Cancel All or Cancel Item is Not Canceling When Shipment is Present

PO cancel all or cancel item is not canceling when shipment is present. This is not working and the PO is still in approved even though the steps to cancel seem to go well from the application.

Steps to Reproduce:
1. Create/approve PO for store location
2. Receive PO in SIM but not up to the order qtys
3. No invoice yet arrives
4. Attempt to cancel all items on PO or by item, application appears to work but doesn't do anything. PO is still in approved status instead of closed and the quantities are still unchanged with no cancel quantities either.
