Error Messages "Cannot get semID from semKey XXXXXXX" are Logged Constantly

Information in this document applies to any platform.
Symptoms of the problem will include frequent reporting of the following "shmAttach" error being reported from any process attempting to increment a statistic. The messages log will constantly be flooded with a specific error message like the following:
Dec 27 04:20:20 <HOSTNAME> slee_acs: [ID 675952 user.error] slee_acs(4775) ERROR: shmAttach: Cannot get semID from semKey 6565082
Dec 27 04:20:21 <HOSTNAME> ussd: [ID 675952 user.error] ussd(4778) ERROR: shmAttach: Cannot get semID from semKey 6565082
The error also reflects the fact that statistics are failing to be incremented which will affect the accuracy of figures reported by the platform.
This problem can be a result of several factors including:
- Starting/stopping the Service Logic Execution Environment (SLEE) as the incorrect user.
- smsStatsDeamon or smsStatsDaemonRep is not running.
- Statistics shared memory area is corrupt or unreadable.
