When Manually Created Planned Orders For WIP Jobs Are Released, They Create with ZERO Start Qty OR They Cause Validation Error In WIP Mass Load (Doc ID 1181785.1)

Release 12.1.2 or 12.1.3

The problem has been reported two different ways:


Manually created work orders are created in WIP and have 0 start quantity, while the MRP Net quantity is correct quantity.
This was duplicated internally, then resolved by applying the patch.

When attempting to Releasing planned order added manually into work order completed with warning the following error occurs.
This is original issue that resulted in the patch.


Validation Error Error: Invalid value for Net Quantity. 
Possible causes: 
  1. The net quantity must be greater than or equal to 0. 
  2. The net quantity must be less than or equal to the start quantity. 
  3. The net quantity must be 0 for nonstandard jobs without assemblies.

The issue can be reproduced at will with the following steps:
1. Add a new planned order in ASCP planner workbench
2. Save
3. Check ‘For Release’
4. Release planned order as work order
5. Check the output of WIP Mass Load in source instance
