ERR_NO_RATEPLAN Rejections During Rating With IFW 7.4 PatchSet4 (Doc ID 1185333.1)

Symptoms

ERR_NO_RATEPLAN rejections during pipeline rating with 7.4 PS4 ( 7.4 Patch set-4  # 9675886)

During pipeline rating ,a lot of cdrs are rejected with "ERR_NO_RATEPLAN" error message.

Important note: Used regitry entries forDAT_AccountBatch:
ReadAllProducts = True
EnrichRatingProductOnly = False

To reproduce:

0) Use an existing customer with some purchased products
1) Rate an SMS cdr. OK, no rejection
2) Dump the customer
3) Delete all the purchased_products of this customer from table PURCHASED_PRODUCT_T
4) Insert exactly the same purchased_products (deleted in the previous step) into PURCHASED_PRODUCT_T in a different order
5) Restart ifw process
6) Rate an SMS, NOK, ERR_NO_RATEPLAN errors are thrown
7) Dump the customer
