How Does OCSG Process Requestes In Relation To SLA <reqLimit> Tag Used? (Doc ID 1187833.1)

Goal

If the rate SLA is configured as below

<rate>
<reqLimit>5</reqLimit>
<timePeriod>60000</timePeriod>
</rate>

OCSG should process only 5 requests within 1 minute. But during the test it is found that the first 5 request processed successfully, 6th and 7th request failed, and 8th request gets processed. Later after every 3 errors 1 request gets processed.
