New System Preference - Overwrite Circuit Information on Circuit Info Tab (Doc ID 1192441.1)

Goal

Existing functionality dictates that when the circuit information is modified either through the PSR Assign Circuit or the CKTID task that the information updates on the Circuit Information Tab within the PSR.  A new System Preference has been added to disable this functionality for customers requiring the ability to update the circuit assignment window but maintain the data in the PSR on the Circuit Info Tab.
