CCB - 'No Filters Defined' Error Occurs When Using UI Map in Custom Portal Zone With Input Parameters/Filters

After implementing a UI map in a new custom portal zone which utilises input parameters/filters and bouncing the application, attempting to use the zone results in the following error:
Issuing the flushAll command fixes the problem, but only for the user than ran the flushAll - a separate flushAll command must be issued by each user to fix each session. Further to this, the flushAll command only seems to fix the issue for a limited period of time before the error occurs again. At this point, another flushAll is required on the user's machine.
