BIP - Displaying Invoice Detailed Data With The Correct Time Zone

Goal
Trying to use BIP to display invoice detailed data with the correct time zone.
A user is using this function, to convert UNIX date to human readable date:
-BRM generates the detailed invoice information, AKA CDRs, in UTC-1, set on the rating pipeline;
-The operating system of BRM and BIP have the same time zone;
-The event table on BRM has the correct date/time;
-The XML generated for BIP (by BRM), contains events that have the same date as of the original CDR file that was fed onto the system, i.e., the CDRs on XML have the same date as on the original file and is correct.
However:
-The XML generated for BIP doesn't contain any information regarding the time zone of the CDRs, and the user doesn't see any information about this fact both on BRM or BIP documentation;
-BIP is decreasing one hour to the supplied CDR, and the user suspects that it is assuming the date/time is being supplied in UTC, not in UTC-1, hence the one hour difference.
Need to know if there is something amiss on the setup of invoicing on the BRM side, or on the BIP side, or if the user should do this (advance an hour) on the template itself. If the latter applies, then how to specify, for use of the function the user indicated above the correct timezone, or if that is not possible, what can be done to solve this problem.
