The Submission Wizard Is Missing Cases When Being Ran (Doc ID 1206903.1)

Symptoms


When Running the Submission Wizard Cases are being missed in the following Scenarios:

1. The right contact is not picked up due to the sequence number not properly selected.

Steps for Issue #1:

-Create a new case with one contact (Contact 1).
Check the AE received checkbox for Contact 1.
Enter data in the case such that the case will be flagged as "EXPEDITED" when the Submission Wizard is run for the target country
(e.g. USA).
-Save and close the case to release the lock.
-Open the case and create a new contact (Contact 2). Check the AE received checkbox for Contact 2.
-Uncheck the AE received checkbox for Contact 1.
-Save and close the case to release the lock.
-Open the case and update the second contact.
Any update is ok such as the last name but do not change the AE received check box.
-This creates a higher lock grantor for this contact
-Save and close the case to release the lock.
-Open the case. Check the AE received checkbox for Contact 1.
Uncheck the AE received checkbox for Contact 2.
-Save and close the case to release the lock.
select * from te_contact_latest_follow_up where case_id = <case_id> or run the wizard.

No Next Due Date is calculated.

2. The Next Due Date is repopulated for insignificant updates

Steps for Issue #2:

-Create a new case without checking the AE Received checkbox on the Contact Info screen
-Save the new case, but do not exit the New Case screen. 
Return to the Contact Info sub-screen and check the AE Received checkbox.
This is done so that the lock_grantor_ts is the same for the initial insert of the contact record (with AE Received unchecked) and the subsequent update of the contact record (with AE Received checked).
-Save the case and exit the New Case screen without continuing data entry
on the new case.
-Open the case that was just created and enter data in the case such that
the case will be flagged as "EXPEDITED" when the Submission Wizard is run
for the target country
(e.g. USA). 
- Run the Submission Wizard.
The Next Due Date populates in the Reportability record for the target country.
-Save the case.
-Submit the case by running one of the ICSR reports in Submission mode
(CIOMS, MedWatch or E2B)
-Save and close the case to release the lock.
-Re-open the case and update the contact record with non-significant info
(e.g. update the Comment field, but do not uncheck the AE Received
checkbox).
-Run the Submission Wizard. The Wizard re-populates the Next Due Date in
the Reportability record for the target country. 

This is incorrect behavior as there was no significant change to the contact record since the case was submitted, the Next Due Date should not
re-populate.
