After a JUNOS upgrade to 9.x, IPSA discovery interfaces show as missing. (Doc ID 1213223.1)

IPSA relies on the ifStackStatus OID (mib-rfc2863a) to determine the relationship between the physical and logical interfaces.

When it is not working correctly, then it confuses IPSA, as IPSA expects a parent-child relationship between the physical and corresponding logical interfaces.

When the device is re-discovered interfaces can appear as missing and/or there location changed from sub-interfaces to main interfaces.
