ISSUE:

When the user tries to open a DCI he/she receives the error: User Exit CREATERDCIEXIT failed in function ValidateDciShortName - error message follows", then "DCI is inactive or invalid. This error happens when the DCI contains lad questions.
Once the error occurs user needs to log off the RDC and relog into the RDC otherwise the error persists in the next CRFs

STEPS TO REPRODUCE:

* Connect to RDC Classic
* Try to open a DCI with Lab questions

BUSINESS IMPACT:
-----------------------
User is not able to enter data.
