Processing Of Service Order Is Not Complete After The pin_collection Process

We are running pin_collection process and later processing the service orders created. While running the run simulator to process the service order an error is thrown.

Steps to reproduce

1. Create an account where provisioning is set.
2. Run the simulator to process the service order.
3. Now manually inactive the account from customer center. Note that instead of inactivating the account via pin_collection, this is done manually via customer center.
4. Now run the simulator to process the generated service order.
