Installation is Failing; ProSight Service and Functions Not Starting (Doc ID 1225086.1)

On an application server connecting to an Oracle database, installation is failing; ProSight service and functions cannot start.

Version extractor passes the Oracle client components.

The following error message occurs:

The type initializer for 'ProSight.Portfolios.Infrastructure.Database.psOracleFactory' threw an exception.
In the ProSight log this is the error:

Counld not load modules list
System.NullReferenceException: Object reference not set to an instance of an object.
