Symptoms

Attempting to load a new version of MedDRA in the Schema Creation Tool results in:

Run-time error '3051':

The Microsoft Jet database engine cannot open the file '<drive>:\Program Files\Relsys\DBInstaller\Meddra.mdb'. It is already opened exclusively by another user, or you need permission to view its data.
