Goal

Two bills generated with the same start_t and end_t=0 after executing normal billing.

Example:
On the customer environment after creating an account on 01 Jan 2 bills are created.
Bill1 start_t 01 Jan - end_t never
Bill2 start_t 01 Jan - end_t never

After the first billing on 01 Feb:
Bill1 start_t 01 Jan - end_t 01 Feb
Bill2 start_t 01 Feb - end_t never
Bill3 start_t 01 Feb - end_t never

Is this the correct Billing And Revenue Management (BRM) behavior?
