How To Limit Connection Retries From ASAP To NEs

When trying to connect to a Network Element (Lucent 5ESS switch) from ASAP, if the port is unavailable - ASAP currently continues to retry until successful. Need to be able to limit number of retries to NE and if unsuccessful, need to be able to send error messages back northbound without setting the NE un-accessible.
