ORTS/ORS/ERTS - Oracle Real-Time Scheduler

Updates are not processing between Oracle Utilities Mobile Workforce Management (MWM) and Oracle Enterprise Real Time Scheduling (ORS).  The two systems are not communicating correctly and orders between the integrated systems are becoming out of sync.

In this case, the messages appear to be successfully making it into the ORS web services (i.e. the rts_ws updates the database), but the ORS Resource Manager gateway (rmgw) is not picking them up for processing and does not update the planner.
