LSR Additional Point of Termination (APOT) field can not be removed once populated (Doc ID 1233408.1)

Symptoms

Users report that the Additional Point of Termination (APOT) field on the LSR order's Administrative Section cannot be removed once populated with a CLLI code value.  It appears to save, but closing and reopening the order shows the original value.  The APOT CLLI value can be changed to another CLLI value.  It can not be set to NULL.
