ECC Sales Order Demand is Late when Supply is Available (Doc ID 1233753.1)

Symptoms

When running an ECC constrained plan IR's and ISO's are being generated across organizations. Planned orders are being created late in the demand organization even though supply is going to be available
sooner. Thus the sales orders in the demand organization are not being satisfied on time.
It seems like the safety stock is taking on more of a priority than the sales order demand based on the pegging.

EXPECTED BEHAVIOR

Expect planned order to be generated in the demand organization based on availability of supply organization for the item and not be pushed out into the future

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run ECC constrained plan
2. Review the data for items between organizations
3. Find sales orders are going to be late even though they shouldn't be late based on supply from the Mfg Org
