No Validation On Billable Charge Start Date CCB

Goal
On the Billable Charge Page, when the charge is created on a Service Agreement, and if the Start Date is before the Start Date of the Service Agreement, CCB does not give any error/warning message. This has an impact on cases where there is Rate on the SA as the rate is effective only after the SA Start Date.
EXPECTED BEHAVIOR

The Billable Charge should not be allowed to be created for a date that is before the Start Date of its SA.
STEPS
-----------------------
1. Create a Billable Charge on a Service Agreement with Start Date before the Start Date of the SA.
E.g. if the SA has Start Date 01-01-2010, create the charge with Start & End Dates 01-11-2009.
2. The system will not give any message and saves the charge.
