Unable to Add New Language (Doc ID 1235473.1)

On : version 1.6 the customer is unable to add a new language (Portuguese) to the GUI

Expect to be able to add a language to the system by following steps below.

The issue can be reproduced at will with the following steps:
1. update locales.cfg.xml to add the line <LOCALE><ID>0x0416</ID><NAME>//LOCALES/POR</NAME></LOCALE>
2. update the file languages.cfg.xml to add the line <LANGUAGE><ID>POR</ID><NAME>//LANGUAGES/POR</NAME></LANGUAGE>
3. restart services
4. try to select the new language in locales tab in the data configuration of the web interface.
After performing these steps, the new language does not show the languages drop down in the locales tab. The locale is present though.

The issue has the following business impact:
Due to this issue, users cannot select Portuguese as the language to use.
