Signoff Duration Report is Blank and/or Errors When Opening PDF, "Adobe Reader could not open" 'reportname.pdf' "because it is either not a supported file type or because the file has been damaged"

User Signoff Duration_Report shows no data in the Excel output and errors on PDF type when trying to open
Adobe Reader could not open 'User_Signoff_Duration_Report(11).pdf' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded).
WHAT IS WORKING
Other reports output data to the Excel file and do not error on trying to open PDF output
1. Launched the User Signoff Duration_Report
2. Searched all changes with Approver xxxx
3. Copy/Paste results
4. Set user Signoff Duration 0
5. Change Status: $STATUSTYPE.REVIEW | $STATUSTYPE.RELEASED, $CURRENTSTATUS
Checked Include Historical Statuses
User Role: Approver
User Signoff Action: All
6. Finished to run report
