On Oracle Communications Billing and Revenue Management(BRM), 7.3.1.0.0 version, the Arrear charges are not applied properly if the first usage is done after bill run.

Steps to Reproduce:

1.Create account. billing cycle: Dec' 11- Jan' 10
2.Move pvt to Jan' 12.
3.Do bill run.
4.Move pvt to Jan' 28.
5.Do some usage.
6.Move pvt to Feb' 12
7.Do bill run

Result: Monthly arrear is calculated incorrect.

1. The usage date is getting updated correctly in PIN_FLD_CYCLE_START_T of /purchased product. This field is present at 0 level.

2. Under PIN_FLD_CYCLE_FEES array, PIN_FLD_CYCLE_START_T and PIN_FLD_CHARGED_FROM_T still contains older date. Usage date is not populated. Hence the issue.
