Printing Speed Degrades to the Point of Extreme Slowness or Complete Stop on Windows 2003

Over a period of time, printing from Contract Management becomes slower and slower, to the point that printing seems to cease to work.  The issue can be temporarily remedied by restarting the Print Spooler service, but performance degrades again over time.

The Contract Management server is installed on Windows 2003.


An HP Printer was recently installed.
