Error Trying To Allocate An Adjustment In Customer Center: "Error communicating with BRM" (Doc ID 1262546.1)

Symptoms

Customer Center throws an error while allocating adjustment (triggered by rerarting). The below scenario provides complete picture :

Steps to reproduce :
1) Create product : monthly cycle forward(500Euro) and a delayed session event for /service/telco/gsm/telephony
2) Jul 21 : Create a parent account
3) Jul 21 : Create a child account (non-paying)
4) Aug 01 : Run billing using the below commands

pin_bill_accts -active -pay_type 10007
pin_bill_accts -active -pay_type 10001

5) Aug 01 : Purchase the above product on child account
6) Sep 01 : Run billing using the below commands

pin_bill_accts -active -pay_type 10007
pin_bill_accts -active -pay_type 10001

7) Change in Price Plan (monthly cycle forward) to change the rate mid. of the month as following:

Sep01 - Sep15 - Euro 500
Sep15 - Sep30 - Euro 1000

8) Sep 01: Change pin_virtual_time to 20th Sep i.e., a date after the rate change.
9) Sep 20: Run pin_rate_change utility
10) Send following semaphore(to realtime pipeline) and make sure that it has finished successfully:

ifw.DataPool.RateplanDataModule.Module.Reload {}
ifw.DataPool.PriceDataModule.Module.Reload {}

11) Run following rerating commands in this order:

pin_rerate -process jobs
pin_rerate -process queue
pin_rerate -rerate -l s
pin_rerate -process queue
pin_rerate -process recycle

12) Oct 01: Run Billing for child and parent accounts
13) Make sure both the child and parent accounts are open in customer center
14) In customer center, for the parent account, from Balance tab, open the adjustment and click to 'Allocate' ; don't allocate actually
15) In customer center, for the child account, open the adjustment and click to 'Allocate' ; error message pops up:
                    "Error communicating with BRM"

Note: This behaviour may be inconsistent.
Note: We can find this item and event associated with item in database. Also, we can do "robj" on these objects successfully.
