Subscribers who are doing a Balance Query are returned values which are 100 times greater than their actual value for certain balance unit types. For example, if a subscriber has $1 and 1 Short Message (SMS) remaining in their account, the Balance Enquiry response is $1 and 100 SMS.
The SMS balance is always 100 times too large regardless of whether the response to the subscriber is via SMS or Interactive Voice Reponse (IVR).
The value being sent from the external Third Party Billing Engine (BE) is correct, so the incorrect conversion is occurring within the Oracle SLC.
