Netflow CP Does Not Push Configuration On IPSA Created Interfaces (Doc ID 1264574.1)

Symptoms

The Netflow CP can be attached to IPSA created sub interfaces but produces no config output even though the associated concrete shows as installed.

This problem seems isolated to IPSA created interfaces (which seems strange that the behaviour should be different).

With  the Netflow CP as below, Serial 0/0.100 and 101 were already on the device and discovered into IPSA. Serial 0/0.108 was created in IPSA, we can clearly see here when the Netflow CP is disabled and re-enabled the config is only pushed to the device created interfaces:
