FW Question About Getting Batch Parameter From Both Properties File And From CI_BATCH_CTRL_P

Goal
The goal is to submit any batch job using submitjob.sh and have that script use parameters from both the properties file (generic/all-inclusive for any batch process) and from CI_BATCH_CTRL_P for any parameters in that table associated with the batch process being submitted.
The batch job submission from the application does this but when submitting a job directly on the server using submitjob.sh, parameters from CI_BATCH_CTRL_P are not picked up.
Is this possible? If yes, how could this get accomplished?
